Updating health benefit exchange statutes

On Mar. 13, Governor Jay Inslee signed HB 2516 into law. The measure would clarify the Washington Health Benefit Exchange’s authority to perform activities including calculating cost sharing reductions and certifying qualified health and dental plans.

The bill also removes any references to the Affordable Care Act (ACA) in Exchange statutes and authorizes the Exchange to include three months of additional operating costs in the assessment of insurers should the Exchange require additional operational funding for the following calendar year. The law takes effect 90 days after the adjournment of session.
