In a response to a joint brief filed by several cities and the Association of Washington Cities in the city of Seattle’s income tax lawsuit, attorney for plaintiff Michael Kunath argues against the idea of “home rule” granting broad taxing authority to municipalities and . “Amici’s novel interpretation ignores the Constitution, the Code’s text and context, dozens of contemporaneous and later enacted specific tax statutes, and decades of case law—and should be rejected.”
